"Children let down"

The Union budget for the year 2013-14 has given a raw deal to children as there was a fall in the share of budget for them in the budget, District Child Welfare Committee (CWC) Chairperson R. Sagunthala has said.

Reacting to the budget proposals, she expressed surprise that Union Finance Minister P. Chidambaram had slashed the allocation for Integrated Child Protection Scheme (ICPS) to Rs. 300 crore, Rs. 100 crore less than the allocation made in the last year's budget.

Wondering whether the Ministry of Women and Child Development or the Finance Minister had let down the children, she said "the allocation of Rs. 300 core was shocking when we were expecting Rs. 700 crore for the ICPS this year," she said.

With this allocation, even basic structures required for implementation of the ICPS could not be set up, she said adding that for setting up ICPS in each of the 638 districts in the country, excluding Jammu and Kashmir alone would need a budget requirement of Rs. 235 crore.
